Over the past 20 years, there has been a marked increase in the numbers and types of electronic media outlets through which economic minorities can express themselves. That phenomenon raises the possibility of increased ethnic minority participation in the public sphere and/or various “mini-spheres.” Through the author’s direct observation, this book examines the nature of this participation in several European nations, as well as North America, Australia/New Zealand, Japan, South Africa, and, to a lesser extent, Latin America, Africa, and Asia. It addresses these fundamental points: What effects do governmental, economic, administrative and societal structures and factors have on ethnic minority self-presentation through minority-operated radio, television and internet services? In what forms and to what extent does that self-presentation constitute participation in the public sphere? And how do ethnic minority electronic media services identify and interact with the parties they serve? The book features specific examples and case studies dealing with such topics as community-media service interaction, policymaking involving the creation of ethnic minority media services, and audience research. Comparisons of specific experiences are frequent and serve to illustrate both positive and negative situations and outcomes. The final chapter highlights some specific examples illustrating ways in which ethnic minorities have entered the public sphere and have been effective in getting their message across.
